Confined space entry requirements for factories in India

Confined space entry needs isolation, gas testing, authorisation and planned rescue. Check state rules. OSHA oxygen figures are a US reference only.

Confined space entry should wait until the space and job are assessed, lines and hazardous energy are isolated, the atmosphere is tested and controlled, and rescue is arranged. In an Indian factory, check the state and sector rules that apply before anyone goes in (DGFASLI model chemical-works rules, OSHWC Code).

This guide cannot authorise entry. Use your site's competent-person assessment and safe system of work.

What is a confined space?

For people working in confined spaces, Tamil Nadu's Directorate of Industrial Safety and Health describes restricted entry and exit, and a space not designed for continuous occupancy. Examples include manholes, vaults, pits, storage tanks and boilers (DISH guidance, p. 2). This is guidance, not an all-India legal definition.

US OSHA, by contrast, requires the space to be large enough for bodily entry and work. Its "permit-required" category adds a serious hazard, such as a hazardous atmosphere, engulfment or a shape that can trap someone. OSHA 1910.146 applies to US general industry, not Indian factories.

Which Indian confined space entry rules apply?

The OSHWC Code commenced on 21 November 2025. Section 143 repeals the Factories Act, 1948, but section 143(3) saves earlier rules where they do not contradict the Code, until they are repealed as that section specifies. Section 2(1)(d) makes the state government the appropriate government for factories. Check the current state rules rather than relying on former Factories Act section 36 alone.

The final OSHWC (Central) Rules, 2026, notified as G.S.R. 345(E) on 8 May 2026, include rule 24(iii). That clause bars entry until practicable measures bring noxious gas, fume, vapour or dust within permissible limits. It gives no oxygen or flammable-gas percentage. Rule 1(3) starts those Central Rules on Gazette publication, so confirm publication before you treat rule 24(iii) as in force. Do not assume the Central Rules settle every state's requirements.

Before entry: the confined space work permit

DGFASLI's model chemical-works rules cover permits, ventilation, competent-person testing, training, rescue readiness, supervision, entry logs and isolation. These are model provisions, not proof of enactment in every state (paragraphs 18-20, pp. 147-148). Tamil Nadu's chemical-plant guidance also calls for a pre-entry permit, hazard survey, line isolation and electrical lockout.

Use these sources to inform a site-specific sequence:

  1. Identify the space, the job and the hazards, including hazards the job itself creates.
  2. Blind or disconnect incoming lines. Lock out pumps, agitators and other hazardous equipment.
  3. Prepare, clean and ventilate the space using methods selected for its hazards.
  4. Have a competent person test the atmosphere and record results. Repeat testing as conditions require.
  5. Authorise the permit, brief entrants and keep an entry log. Maintain isolation throughout the permit period.
  6. Confirm communication, outside supervision and rescue readiness before anyone enters.

For recommended confined space permit content, rather than an Indian prescribed form, use OSHA paragraphs (e)-(f) as a US reference. Record the space, job, permit period, entrants, attendant and supervisor. Include hazards, controls, acceptable conditions, test results with times and tester, communication, equipment, rescue arrangements and linked hot-work permits.

Safe oxygen levels and confined space gas testing

DGFASLI's Central Labour Institute identifies oxygen deficiency or enrichment, toxic gases and flammable gases as hazards. Its safe-entry course brochure calls for assessment, monitoring and control before and during entry. The brochure is training material, not a statutory limit.

The numerical limits often quoted come from OSHA 1910.146(b), not Indian statutory entry limits. Check the applicable state rules and your site's acceptance criteria:

ReadingOSHA hazardous-atmosphere value
Oxygen, lowBelow 19.5% by volume
Oxygen, highAbove 23.5% by volume
Flammable gas, vapour or mistAbove 10% of its lower flammable limit (LFL)

A reading that stays clear of those figures does not make entry safe. Toxic contaminants and physical hazards still need assessment (OSHA definitions).

In the US rule, OSHA 1910.146 requires oxygen first, combustible gases second and toxic gases third. Its non-mandatory Appendix B explains that most combustible-gas meters need oxygen to read correctly.

Choose the confined space gas detector for the contaminants the assessment names. One monitor does not cover every hazard. OSHA's testing provisions require pre-entry testing and monitoring as necessary during work. Ventilation does not replace atmospheric testing.

Confined space safety equipment, attendants and rescue

Equipment must suit the assessed hazards and rescue method. DGFASLI's model chemical-works provisions call for suitable PPE, trained people and nearby rescue and first-aid help. They do not establish a universal equipment kit for every space.

As a US benchmark for permit-required spaces, OSHA paragraphs (i) and (k) describe an attendant who stays outside, tracks entrants, maintains communication, orders evacuation and summons rescue. Arrange capable, equipped rescue personnel before entry. Do not rely on an untrained co-worker rushing inside.

Confined space training

Match training to the space, task and assigned role. DGFASLI's emergency-preparedness course brochure includes confined-space rescue planning and mock drills. It is not a statutory training schedule. Check applicable state rules and set refresher arrangements in your site's safe system of work.
